The golden razor may be unlocked by obtaining 99 pennies in a single run and spending all of them.
I unlocked this item when I reloaded my game. I did get a dollar this run, but I didn't spend it all.
In notes: "Actions such as donating to a Donation Machine or items like 15►Magic Fingers Magic Fingers will also count as long as the coin amount goes from 99 to 0."
