- Adds a chance to shoot slowing tears, reducing the speed of enemy movement and any projectiles they fire.
- Isaac leaves a trail of slowing Black creep.

- The chance to fire slowing tears depends on the luck stat, and the formula used to determine the chance is:
- At base luck (0), the chance is 10%, maxing out at 100% at 18 luck.
Interactions
Second Hand: The creep generated by Ball of Tar will disable the slowing effect.
